The Non-Illustrated Cheng Pao or Towe Sheet.

We believe that this news sheet was started because it was

felt that the Illustrated Paper by itself did not accomplish

ite object and it was thought necessary to supplement the

pictures.

In our opinion the news sheet fails because it does not in

fact supplement the pictures. There appears to be no relation between any copy of the Cheng Pao and any copy of the lewe

Sheet,

The Chinese in Hong Kong say that the articles are not such

as would interest the Chinese, There is too much war news and

accounts of inconclusive fighting in unknown localities.

It has been suggested that articles should be written in which

more use is made of that elevated form of platitudinišing

which all Chinese like and which is called "To Li" in Canton-

све. We are told that the following improvements might be

made.

1. That the po tures should be selected, and only those pictures

given in which it might be possible for the Chinese to take

an interest. Pictures of places with incomprehensible names

and pictures of Indians might be omitted. We would not try to

influence the feelings of the whites in South Carolina by

giving them pictures of niggers.

That the pictures should be explained in a much fuller manner

than at present. A Chinese who has not heard of Egypt geta

little information from the present captions.

That short articles should be written and distributed with the

pictures. It is not war news that is required, but simple

articles pointing out that might is not right and setting
